DENISE C. GOULET

JOINED THE FIRM ON MARCH 1, 2005

For the past sixteen years, Ms. Goulet has served in the Pennsylvania Office of Consumer Advocate (OCA), Office of Attorney General. Since 1998, she has held the title of Senior Assistant Consumer Advocate and coordinated the OCA's litigation of, and participation in, natural gas and electricity rate cases and rulemaking proceedings before the Federal Energy Regulatory Commission and the appellate courts. She has focused a significant portion of her time and effort in the past four years on issues pertaining to the creation of Regional Transmission Organizations, especially PJM, serving as a voting member on the PJM Members and Reliability Committees.

Ms. Goulet has appeared publicly on many panels to discuss federal electricity and natural gas issues. Prior to joining the Pennsylvania OCA, she served as the Deputy Consumer Advocate in the Consumer Advocate Division of the Public Service Commission of West Virginia.

Ms. Goulet graduated Phi Beta Kappa from Syracuse University with degrees in Political Science and Journalism. She received her law degree from Franklin Pierce Law Center in Concord, New Hampshire.
