Mr. Menter is a Principal in the law firm of Miller, Balis & O'Neil, P.C., located in Washington, D. C. Since joining the firm in 1998, he has represented primarily local gas distribution companies and rural electric cooperatives in regulatory and transactional matters.
Mr. Menter's experience prior to joining the firm spans over 20 years in the natural gas and electric regulatory areas and includes private practice representation of an array of clients as well as public service at the Federal Energy Regulatory Commission (FERC) at which he served as a litigator as well as an advisor to the Commission.
Mr. Menter is a native of the Washington D.C. area and currently resides in Fairfax, Virginia with his wife.
Natural Gas and Electric Utility Regulation
Mr. Menter has litigated numerous electric rate, merger, natural gas rate, certificate and abandonment cases before the FERC involving an expansive range of issues.
Energy Transactions
Mr. Menter has negotiated numerous agreements involving the sale and/or transportation of electricity and natural gas. He currently consults on a variety of issues concerning the acquisition of natural gas supplies.
